The Greenwich Department of Human Services (GDHS) is reminding residents that there is help with energy bills for those who are experiencing financial hardship. Programs are available to help residents remain warm and protected from utility shutoffs during the heating season.
Eligible households can apply for:
• Connecticut Energy Assistance Program (CEAP) – Qualifying households whose income falls at or below *60% State Median Income (SMI) can receive up to $645 for assistance towards their primary heating bill and get a bigger match from the Matching Payment Program. Program closes on May 29th, 2026.
• Matching Payment Program (MPP) – MPP can lower the amount you owe on energy bills. For every dollar you pay and every dollar you receive from CEAP, a dollar will be subtracted from the amount you owe. To be eligible, household income must be at or below *60% SMI.
• Winter Protection Program – Qualifying households whose income falls below *60% SMI are eligible for protection from services being shut off from November 1st through May 1st, with no late payment charges. Protection must be renewed annually.
• Generation Power CT (GPCT) – A private, non-profit statewide program that offers emergency energy assistance to assist qualifying households who earn up to **75% SMI and are experiencing a crisis or hardship in paying heat or non-heat utility bill. The assistance is targeted for people who have exhausted other state or federal government benefits and programs. Program Cycle 4 runs March 2, 2026 to March 10, 2026
